Check the clamps on the hot side pipe. One of mine was apparently loose enough to let out some of the pressure and would make an interesting noise, somewhere between a whine and the high pitched sound you can make with a balloon by letting the air out and distorting the air fill. Might not be your issue but it's a simple place to start. It was also apparent this was happening because the oil that was in my hit side pipe left a nice mist mark where it was blowing by the factory clamp. I had to tighten them to the point I didn't think the factory worm drive clamps would take but they did seal up and the noise went away. It was only happening initially when the boost gauge crept over 20 psi.

Apologies for reviving this old thread, as I was searching for possible causes for the turbo whine I'm experiencing when cold. I appreciate the suggestion for checking the hot side pipe clamps, and hope that my whine is due to that reason (since I recently replaced my hot side pipe with an aftermarket model).
I'll double-check the clamps, especially the ones closest to the turbo (since they were a PIA to reach and tighten).
Edit: The whine I was hearing in the cab ceased after I retightened the hot side clamps nearest to the turbo. I guess that the rubber and metal was affected by the cold temperatures, allowing some leakage. Makes sense, since after fully warming up the engine it abated dramatically. Now, even when cold there's no longer any noise.
