1973 Ford Fire Engine

Just picked up a 1973 Ford Fire Engine at an auction. Was sold for storage . Understand it was driven in 4 years ago but never moved after that, I got the engine to crank with no problem. The clutch and the brakes are not working. Feels like it is getting no fluid. I know nothing about this . It has the Ford 534 engine and is a cab over. 5 speed transmission. Had someone tell me that brakes and clutch both work off same master cylinder but I can not find it even. Is this even possible and what can I do to fix this issue. Any help would be appreciated.
