Ported vacuum not ported?

Ported vacuum not ported?
I have a 300 i6 in my 78. It has a Carter YFA 1 bbl carb. My ported vacuum port is getting 10 inches of vacuum at idle and it is meant to get 0 because it is ported. My throttle blades are very closed at idle and i dont know why this is happeing. Anyone know why im getting idle vacuum at idle to my ported vacuum port.
