2011 f250 6.7 P0087 code keeps coming back

2011 f250 6.7 P0087 code keeps coming back
Changed the fuel filters, purge air with key on and off about 8 times. Also, purge air by ford directions taking the line going to the HPFP and key on and off until I have about half a gallon of fuel out. Ran the truck and soonest I do WOT the check engine light comes on and the truck display shows "low rail pressure reduce power". I rig and installed a fuel pressure gauge from the oulet of secondary fuel filter to the supply line to the HPFP at idle it shows 64 psi if I do WOT the pressure drops to 57psi. What I understand the normal pressure is 53 to 73. Dont know what else to check. Barrow scanner and the the command and desire pressure are even but varies from 3000 to 6000 back to 2800 up to 8000 back and forth. Any ideas? thanks for your help
