Driver side up pipe leak, please help

Driver side up pipe leak, please help

You guys will never believe but my up pipe on my driver side is leaking where it meets the manifold. The bolts look impossible to get a wrench on considering how messed up and rusted the heads of the bolts are. One already snapped on the nut side so can I tap that one through the rest of the way? And I was thinking about cutting the second bolt in half and pulling each side through. Any advice would be helpful. Thanks in advance

That is usually how they get done. Cut, tap, replace.
