Spot treat with phosporic acid. (Home Depot)
Go to a professional auto paint strore and ask them if they have anything that sticks to galvanized steel. Rust-olem don't!

go to napa and ask for ford blue if the valve covers are original it will match nicely if you have lots of chrome it will really show the chrome but I would first get the rust out by using a fine grit sandpaper then use a weak acid like muratic, or phosphoric then prime it with automotive primer then paint it with ford blue

The last time I went to the the local auto paint store I found zinc chromate in flat black color. It will stick to almost anything. It also does not require a top color coat. It's recommended for frames.

Can spray-on bed liner paint be used here? it gives a nice textured finish and sticks pretty well. I was thinking of using it in my engine compartment.

After I sprayed my truck w/ acrylic enamal and wet look hardener, used the left overs to brush the engine compartment. Went on thin, but since I was only replacing the original color, looks new again.
