Fluctuating idle when A/c is on 01 Expedition

Fluctuating idle when A/c is on 01 Expedition
I am having an issue with my 01 Expedition's A/C. When the A/C is on it has an fluctuating idle when the vehicle is at idle. What could be the issue?

Sludged up or lazy IAC valve.

If not the IAC I would look for a vacuum leak or a dirty throttle body.
