Mine is 2002 PS with 3.73 gears. If I Keep it at 60 to 65 and don't step on it hard I get about 17 to 19 MPG. If you jump on it, the MPG goes down quick 13 to15.
Superdave- My truck is similar to what you're son is looking at, and I've been getting 15+/- around town, and 19+/- on the freeway. My average since buying the truck is 16.5.
I think of intake and exhaust as part of a total package. I've put on a TYMAR intake, a Hypermax downpipe, and 4" exhaust. All those work together to improve "breatheability". Any one of those will help, but they work together to make the biggest improvement.
There are some that have gone to 4" and larger exhaust that have noted power losses in the lower rpm range, including a neighbor of mine. I've stuck with the stock exhaust.
The biggest difference in power was of course the supertuner, running in the 60 hp mode, don't notice that much difference between the 60 and 80 hp mode.
Of course I did the downpipe and gauges because I was doing the tuner...
I did notice a difference in how fast the turbo would spool up when I went with the Tymar intake, so I'd say responsiveness was affected.
