help, gas gauge and speedo not working?

help, gas gauge and speedo not working?
I was looking at picking up a deal I found on a 99 f350 v8 gas and the speedily and gas gauge don't work? What would it take to fix this and how, also how much.I'd be fixing it my self.

So the miles still go up, and the gas gauge is stuck at full.? I thought the miles wouldn't work if the mph didn't since I thought they both worked of the vss,or atleast they did on other cars I've worked on.could this be a bad cluster? Or a bad vss and a bad fuel sending unit?
