Egr, Evr and Vacuum routings help

Well working on this 92 with the 5.0, just putting back in service, bought from a guy who disconnected some things. Currently getting a code 11, 33 and 41, so right now dealing with the 33 which is EGR valve opening not detected. The 41 is Hego sensor circuit indicates system lean - right side. Haven't really looked into that 41 yet. Anyways with regards to the EGR, have printed out how to deal with it from that link to fordfuelinjections.com, which appears to be a good source. My problem is that there is a red and black vacuum line - which goes around back of engine from drivers side to passenger side to about mid engine, there is then a union to connect those to a further location - but whatever it was connected to - no longer is and a screw inserted in each line. Problem is - that black vacuum line is the vacuum source that appears to go over to the EVR valve - bottom line. So, no matter what electrical signal goes thru that EVR, it will likely not produce vacuum out the red vac line over to the EGR valve - and have verified this with engine running. Forced to put truck in service last weekend - did a 600 mile loop and it appears I only got about 13.5 mpg, expecting if everthing right 15 to 16 or so (5 spd 3.55 gear). Looking for some comments. Have my camera charging, so if necessary can get some pics tonite or tomorrow. I haven't done the regular tuneup yet, but will. So, would this non functioning EGR have a negative effect on mileage, driveability or power ? My guess is yes but not sure how much ....

The red and black vacuum line went to the vacuum reservoir on the fender that some call a juice can.
The red one goes from the vacuum tree on the upper intake to the vacuum reservoir.
The black one goes from the vacuum reservoir to the three vacuum solenoids by the Ignition coil.
