no you wont be able to get to the other side of those nuts if its anything like my 66 (different apron set up) its basically a square nut inside of a cage. if you turn to hard trying to turn through the nut you will spin the nut in the cage and you will never loosen it anymore or tighten it for that matter. the cage on my 66 for the hood springs are impossible to get to. but since it isnt a 66 you could get lucky and find the cage behind the heater box. worth a look i think
63-64 for sure are different then 65-66; the four bolt (9 1/16) I beleive are bolted thru the fire wall and are in a square type nut slevee inside and behind the heater box, these nuts have a tendencie to loose there spot welds; once you remove the heater duct / box area inside the cab you should beable to use a lever like a flat tip screwdriver and wedge the square nut against the side slot while someone else try's to unscrew the bolt.
You can possiblity tach weld the nut back to the fire wall as well.

You can torch it off, cover the engine bay real good and anything else you don't want hot sparks to hit. Then drill out whats left. weld a stud in it's place. A short carriage bolt should work fine, after all it is not seen because of the battery tray. Make sure you cover the threads before welding.
