That's only if they deleted the cooler. If somebody just did the EGR delete via the block off plate (far more likely) you wont be able to tell if it's been done or not at least without some serious looking as it's meant to be hidden from emissions techs.

That's what it is. It's a bypass. A delete would eliminate the cooler. You might have some that call the kit a "delete" kit and the cooler is still there, but it's not a true delete kit.

If you are in a state that have / may have emissions inspection coming soon, I would insist on a working factory EGR system.

Ah good point, I live in CO (an emissions state) so I can't do the true delete I have to hide it.
