Cranks but wont turn over

I know this has been probably posted a milion times but I cant find anything that helps me. I had a bad oil leak and discovered some coming from the hpop. I took it off and the gasket on the hpop was warped. I replaced it.

hpop resivoir is full just put on a new camshaft position sensor and pcm
now I crank forever and it wont turnover. its getting fuel and the hpop is pumping oil. I tried some starting fluid and it will turn right over buy run for 2 seconds rev high and die. Any suggestions here. im working on a 1995 stroker completely stock

Hi jim and WELCOME to FTE!!! I hear you saying that the engine is cranking but won't fire up w/o ether. At this point please put your had close to the monitor palm down....so I can SMACK IT! Don't use ether! (Don't worry I believe we have ALL used ether from time to time to help troubleshoot but don't do it any more).
You have come to the right place and these folks here will get up and running for the weekend.
HPOP, PCM and CPS.
Does the WTS (Wait to Start Light) come on? yes? I would skip the PCM for now.
Does it smoke? no? make sure your CPS is ALL THE WAY in.
Also when a CPS is bad or not popped all the way in the tach. won't budge while cranking (normally).
Some others will give you some suggestions.

Check the fuse going to the fuel bowl heater/cigar lighter.It powers the PCM and it will not fire the injectors if it is blown.

The tach move with the new cps now ill try pushing in more.

And the fuse you speak of is it an actual fuse under the hood or a relay? Because those are all good.Or is it a fuse under the dash?

30 amp Maxi fuse under the hood(#22 I think).If it is blown,un-plug the fuel bowl heater before you try another fuse.Those heaters are known for going bad and causing a short.

How do I know if its bad? And which wire is the fuel heat. Sorry for the newbie questions

Turn the key on and check it with a test light.
There will be a set of wires with a plug in on it going to the fuel bowl.

I just use a test light on the wire harness that connects to injectors or do I need to take off valve covers

I was talking about checking the fuse under the hood that goes to the PCM,cigar lighter and fuel bowl heater.It should be a 30 amp double pin fuse and you need to check to see if you have power to both blades with the key on..Sometimes you can hold it up to the sun and see if it has blown as well..I am really thinking that fuse is blown and not powerring the PCM....Do not do anything with the UVCH yet...The UVCH could have come un-plugged as well but make sure that fuse is good(#22 under the hood)
If you are not sure how to test the fuse,find the fuse I am talking about and replace it with a new one and see if the truck will fire up.

Its one of the large colored fuses right not the black box. If so all the colored fuses are good

Do you have the WTS light? Do you have smoke when cranking? If so, what color?
Was the truck running before you started with the CPS, HPOP and PCM? Did you start with the HPOP and still no start then CPS then PCM.
I mean what were the exact events? (I thought you'd be up and going by now. Hopefully some others will help with your problem).
Do you have a code reader?

OK. You did the HPOP fix then tried to start it and then it wouldn't start so you did the rest?
