what is the proper way to measure the width of a wheel. The outer most part, the part you can touch, is it the measurement from that,, from outside to outside. Or is it measured from the inside of the lip, (where the tire seals) inside to inside. so if mine is 11" from outside to outside, does that mean i have a 10" wide wheel?? Thats guessing the lip is around 3/8 to 1/2" thick.

Yes, the width of the wheel is measured from the inside lip to inside lip. So if your wheels are 11" from outside to outside, that means you probably have a 10" wheel.
