Rough Vibration

Rough Vibration
2000 150 with 190,000
When driving, I get a vibration. Not a large vibration but an annoying one. I've checked the bearings on all 4 tires, there was no movement. I replaced the seals around the rear wheels along with the emergency brakes. The brakes were completely wore out. Also I rotated my tires I had a left front that was wearing on the inside. I check the bearing on it and it didn't have any movement as well. When I let my foot off the brake to start in drive, something is holding it back. Not a lot. But when I lift my foot off the brake, I'm going no where. It won't pull without giving it gas. Almost as if I have my emergency brake on. Could this be my problem? When I changed the rear emergency brakes? Need adjustment?
