I have a 1995 f150 5.0 with a 5 speed manual trans. I have an issue where there is no power and sputtering at lower rpms, in all gears. This issue comes and goes, much worse after a rain. Plugs, wires, cap and rotor all new. Air filter is new and does not seem wet. Also there is no check engine light when this happens. once i get into higher rpms it seems to smooth out. Any suggestions would be appreciated.
Has the CEL come on at any time since it began doing this? If so, pull the codes and that may help isolate your problem. A number of things could be causing the hiccup your truck is experiencing. Sounds like maybe bad grounds, wiring harness to the fuel pump may be exposed leading to worse after a rain or the connection itself is corroded.
Do a real good inspection of all grounds, clean them up if any corrosion is present and check the fuel pump(s) wiring from the rear to the front, making sure to follow closely where the weathertite connectors plug together.

X2 DB! I forgot to mention that the computer can store codes without it flashing or remaining lit. The link i posted will help in determining if he has any stored.
engine light has come on at times when this is happening (not always) codes are 17, 32, 33. 32 and 33 are egr codes, cant remeber what 17 was. but all seemed unrelated. all grounds and wiring look ok. did not act up today with no rain. it has acted up before dry, just seems worse in rain. something else i noticed, when this is happening if i put it in 2nd gear and keep slight pressure on throttle, truck will buck and shake violently then just take off and run normal until shifting into 3rd gear. its the same senerio with any gear
Which test did each code trigger on? And was the engine warmed up? It's important that the tests be performed with the engine at operating temperature.
According to FFI.com, code 17 should be triggered on KOER only, and it is "RPM below Self-Test limit with Idle Air Control off."
