Fuel Filter Cap?

Fuel Filter Cap?
I couldn't get the cap off my fuel filter.
I tried a strap wrench and then a oil filter wrench.
I cranked on it until I was afraid I was going to break it.
then I gave up. I just bought this truck and this is the first time I have tried to change the fuel filter.
Any ideas?
It is a e99 F350

If its the stock one I use a longer extension on the fins and tap it with a hammer.

Use pliars and an adjustable wrench.. Open the pliar jaws and set it into the plastic fins. Take the adjustable wrench to the pliars and unscrew it.

opening the drain also may help relieve the vacuum
