OD light help

Read throught the other posts and have purchased a RPM Sensor / Tach sensor and still have hard shifts and flashing od light.

Went to adjust the TPS and have all the readings within spec except when I test the black wire, I come up with .02 and not .1 volts.
Bad TPS???

Note: Tach would act up every once and a while, and actually believe that it still does....
Speedo works just fine.

Check the ohms on all three of the tach sensors that I have and they all come up around the same range,
