I have a 1987 F250 2wd 4spd the parkig brake does not work and I don't know whats wrong. The pedal is damn near impossible to move and the cables are sagging pretty low so any help would be greatly appreciated
I would think that either the pedal mechanism is siezed or more likely, the cable is siezed. If you look at the pedal you will see the inner cable attached to the pedal mechanism, if the cable is good you should be able to move it easily with a pair of pliers or similar.
If the cable is seized you will need to replace it. Also there is a good chance that one or both of the cables from the rear brakes are also bad so check that.
If you look under the truck on the drivers side you will see the two cables from the rear brakes attached to a bracket on the outside of the frame ahead of the rear wheel. The inner cables from these extend forward a few inches and attach to a equalizer bar. The cable from the pedal ends in a threaded adjuster which goes through the center of the equalizer and is held by the adjusting nut.
