As far as a 360, if you are just starting your rebuild, consider turning it into a 390. You can more easily raise the compression, and you'll gain lots of power for the same or, if you're careful and lucky, better mpg.
A cam change for a 360--it's already a "low end" only motor, for the most part, and fuel economy isn't going to improve much with low compression and the existing gearing and fuel system.
