There's a One-Call law pretty much everywhere, but enforcement is kind of sketchy. Especially in my neck of the woods (when I'm home) where everyone just kind of does their own thing.

It's around 75 here. was 70ish when I left for workie.

I do the Miss Utility tickets for Newark W&WW when the regular guy is off. Everything is required to be at least 12 inches in the ground and anywhere in the Miss Utility area can just dial 411 to call for a mark out or you can do it online now.
