is it possible pcv hose is pinched or collapsing from within? does'nt seem like engine is breathing/ventilating as it should. per post #10, it appears road draft tube was replaced with pcv. if so, did engine breath and not leak before? this just reads like there is not enough vaccumn to pull vapors. details, we need details.

Even with PCV, you need a free and clear crankcase vent at the filler (usually); could someone have replaced it with a sealed one? or is it plugged up? Could the oil return holes in the head be plugged up with sludge, preventing free flow of vapors?

Run it without the cap on the filler, see how much vapor is blowing out. With PCV connected, you should feel a small but definite vacuum when you put your palm over the filler hole.
OK. I've done ALL of that. There is vacuum at the vented filler cap. I'm not looking for magic. Just making sure I'm not blundering past the answer. I'm going to take the pump apart and see if the seals are all good. As far as detective work goes, I've had this motor completely apart a month ago. Not much didn't get checked and cleaned. I'll let you know what I find inside the pump.

If it is set up with a PCV system it should have a vent to allow fresh air into the crankcase. If the blowby overcomes the ability of the PCV to keep up it should not build up crank case pressure because it can vent out the fresh air inlet vent.
If it is building excess crankcase pressure for lack of a vent one of the first places it will find to escape is the dipstick tube causing an oily mess there.
