arm rests hang low..Fix?

arm rests hang low..Fix?
I am looking at a 96 with cloth captain chairs. In the pics I've seen the arm rests appear to not be sitting level. They look as if they are too low. I don't know how the chairs are made and am wondering if they can be fixed?

There is an allen head set screw in the arm that will take it out if they are not too worn, however, I would not tell the seller as you may be able to use this along with any other issues to negotiate the selling price

What do you mean by "if they are not too worn"? What wears out? I hate to sound dumb but I've never had captains chairs, always been a bench.
It would be nice if I could get a better price, but I've been looking for a while and even after showing some major issues they just look at you and say well that's the price.
