Surface Rust Under Hood....

I am getting ready to paint the hood on my 78' F250 and noticed some surface rust underneath the doubled wall sections. What is the most cost effective way to deal with this? If the access was easier, I would por15 it or similar, but it looks like it will be a PITA to get anything in there. Any ideas? Thanks.

Not saying it's the best way, but I use a rattle can of rust encapsulator on stuff I can't reach. Better than nothing.

that or maybe some chassis saver in a spray gun and adjust to a spot spray and get as much in there as ya can. I have to agree this might not be the best way as well. I say if you can see in there ... you can spray some in there! LOL Just keep your eyes clear as Im sure the over spray will roll right back at you!
