I have a
1987 : FORD : E-350 ECONOLINE : 5.8L 351 cubic inch V8 4BBL (H) OHV
Looking for a heater temperature control cable. Discontinued and no one seems to have it? Not junk yards! Parts sores! Ford! Anyone know where to get one?

I'd look to a national salvage outfit like LKQ Online. They own outright or have affiliated salvage yards across the entire USA, have a tremendous computerized inventory and will transfer parts to your nearest local outlet free of charge. You can opt to have them UPS parts to you as well---just don't order any sort of airbag etc! 
I'd order a complete heater control head with cables attached. Once it arrives soak the inner cables with WD-40 or PB Blaster, free them up then shoot some sort of clingy lubrication inside the wrapped wire sheath or other surrounding portion. While you're at it change the blower motor switch too---can't hurt. Be advised if you have factory A/C there might be another switch somewhat hidden in the air flow selection control; Vent, off, A/C, Max A/C, Heat, Defrost, Mix etc etc. I don't think that year had yet incorporated the vacuum/electrical combo switches as I know my '97 and '00 had/have.
