my 98 some times cranks really slow, some times to the point I wonder if it will start. doesn't do it all that often, though even when it's not slow I still think it's too slow

How old is the battery?
Have you had the battery tested to make sure it putting out full power?
Is your charging system putting out enough power to properly charge the battery?

Then I guess I can help confirm your suspicion that the starter is going bad. This is kind of a good thing, because you can buy it online for a lot less money. If the starter went completely, you wouldn't have the option to wait for it to arrive if you needed it back on the road quick.

When you had the battery and charging systems tested they didn't test the starter? Those three usually all go together. The starter can be tested in the truck to show how many amps it is drawing. Too high and it is going bad. The battery and charging systems need to be load tested, you didn't mention how these systems were tested.
