No, this is the government building where I work. Yes, it's on the bottom floor, but the head on the second floor- sorry, restroom- is built the same way. No privacy fence between the urinals, no privacy between the urinals and the mirror and the window struck me as an odd addition to a ground floor bathroom. And it isn't bad enough that there is no divider between the urinals, but they are so close together that 2 medium size guys (talking about shoulder width here) can't simultaneously use the urinals without becoming pretty good friends. It is a very clean bathroom, though. I guess the building was built around the turn of the last century when people weren't quite as tall or wide as they are these days... I don't know. Just funny to me, I guess. (BTW, there was nobody in the bathroom when I took the pic.)
All the fixtures are at different heights(my netbook has a shiny screen and I'm out in the sun)
Actually a urinal only has to be a minimum of 15'' from the center of one to the center of another, and they don't have to have a divider for any code reasons either, Looks like it was an older bathroom that got a remodel and the used evry inch to squeeze what they could into it.
The fixtures are at different heights because they are required to be, If they only had one urinal in there it would have to have been the short one for children and LITTLE PEOPLE in public restrooms, the other taller one is just Standard height. Same thing with the sinks, you have to have at least one at a certain height for ADA standards

I'm quite aware of ADA requirements, but I thought it was 15" center to sidewall.
Most of the urinals I've seen are at least 15" wide themselves.
Does that mean that you could stack them tight?
It would make for a very nasty little crevice that can't be cleaned.

It's 15 inches from any thing..another fixture and sink cabinetor a wall, pretty much anything, that's why the smallest bathroom is only 30" wide. 18" if you are doing it for ADA and that is the minimum because if you are even 17-3/4 they will make you move it. Toilets on the other hand will be slightly further apart because you have to have partitions so you would have to know the exact width of the partition to make minimum requirements on installations, you could be 31'' center to center on toilets because of that reason

I've used plenty of offset closet flanges in my day.....
That would make it acceptible for ADA requirements. You have to have a minimum of 30" clear floor space for urinals in ADA applications
And yep I too have used a few offset flanges. I'd have to say my favorite flange and one that has saved me is one that can go into the lead 90's on older installations that the brass flange came off and there was not enough to install a new one and the Repair flange goes right down the hole and has a rubber gasket around that seals when you tighten up 3 allen screws inside and then just screw it to the floor(LIFE SAVERS)
come to think of it the easiest way to say this for urinals is from the center of one urinal(meaning the center of the lip in the front) should be at least 30'' to the center of the urinal next to the other one at the same measurement. I also have installed urinals that are only 12-3/4'' wide.
