No suggestions on the rack and pinion conversion, but I may have another solution - steering box off a '98-'02 police interceptor Crown Victoria - they are much tighter and with less steering assist than your regular pickup truck or fullsize passenger car steering box.
Seems like more trouble than its worth. Why is your steering box loose?...you can tighten up the slop fairly easy. A few threads have popped up in the last few days...
I haven't heard of any factory R&P setups for these trucks, so you will probably have to custom build mounts & buy expensive links and extensions.

For anyone browsing the Interwebz finding this post, let it be known that I grabbed one out of a 2001 P.I. Crown Vic from a u pull for a few bucks, put it on my truck and guess what?! When you turn the wheel to the right, the wheels turn to the left!!
Needless to say, this is loads of fun with your friends but definitely not recommended for daily driving.
