Tried it a couple of times with a helper to switch the car on. I also went under the vehicle next to the tank and tried the same test. Could not hear anything 'buzzing' which is what I expect to hear since that's what I hear on my other vehicle when I do the same test.
Did the test several times, replacing relay 301 and 304 with my two known good/working 'FORD' relays of the same part#/type.
What I hear on the 99 XP about three seconds on is a clicks down in the fuel tank area (could not tell if switching on or off). Could it be the click is the end of the prime and in fact the fuel pump is priming rather quietly?
Can anybody with 99 XLT please do the same 'priming' test and reply back what you hear and where to best hear it?
So please, anybody with Gen1 XP, let me know what noise to expect please?

I really appreaciate you took the time to answer my thread - gave you a +1 earlier on.
There are two reasons I was insistent. 1) my place is really noisy because of my closeness to an interstate highway. 2) as I mentioned, I realized not all pumps are created equal - one of my Volvos made louder pump noise than the other, so much so that the other can hardly be heard unless you listened to it on the right spot.
My apologies if it sounded like you're input was taken lightly, please don't take it personally.
