Fuel pump relay question
1986 f150 Lariat 4x4 aod 302 EFI dual tanks

During most engine starts, my engine runs rough and rich. Black smoke coming from tail pipe and engine will quit sometimes, while driving or sitting in the driveway. After a while it will clear up and run like a champ.
Just noticed today that the HP pump runs constantly before cranking. This is when the engine runs rough and black smoke bellows. Went through a couple of starts with the same results. So finally I got the pump to just load up before start and the engine ran great. I verified both type of starts with both results.
What tells the EEC to send power to the fuel pump cutoff relay to open up??
Im working with a Haynes manual, sorry its what I have at the moment.
