programming new key

Can anyone tell me how to program another key for my 98 Expedition?I bought it used with only one key so Im going to have another one cut.I was told I only need one to program another one with the 98 model.

page 54 of owner's guide
1. with coded key in the ignition, turn the ignition from on to off
2. within 15 seconds insert the new key and turn from off to on
