E450 air problem

E450 air problem
2003 e450 air cond. clutch will not engage. poped the pressure switch off and put a paper clip in and still nothing. blower blows out hot air. does this thing have a relay or fuse, the only fuse i found was for ac, blend door,selector switch but it was ok. any suggestions
