I have a 2004 F250 5.4 SD. It has 80,000 miles on it. When I start it after it after it has been sitting longer than a half hour or so. The truck slightly tics/knocks like it has no oil for a second than goes away. Its new oil/filter and level is good. I use 5w20 ford synthetic blend

Definitely switch to motorcraft filters, they're no more expensive than than fram filters, and you can get them at walmart. The extended guard filters supposedly have an anti-drainback valve, so that may not be the issue. I've heard a lot of bad things about Fram oil filters though, primarily falling apart and sending junk back through the engine.
Sounds as though you may have some bleeding lifters. if that "is" the problem, its nothing more than a pain, and will not cause any long term issues.
Shouldn't be a lifter issue on a modular motor- there are none.
Is the noise you are hearing a rhythmic tapping coming from the valve train? If so, it is common on mod motors. You have improper oil in the heads and what you are hearing is cam follower/valve tap. Getting a Motorcraft filter is the best thing to do for it. They have a check back valve that prevents too much oil from draining back. It is not a huge problem though. If it is a rattling sound, then you have a valve slightly out of tension. Again not a huge problem for now.
