I have a 65 f100 352 with autolite 2100 carb. NJ emissions test found hydrocarbons to be 3800ppm where as the spec is 1400ppm. My question is what can I do to get the most bang for my buck in reducing Hydrocarbons? So far I have rebuilt the carb and I plan on setting the timing, tuning the carb and changing the plugs and air filter. Is there anything else I should look at?
I may be nuts here but I do not belive that there are any federal laws on trucks untill about 72. California on 68 half tons.
You may want to appeal this as it is pre smog and generaly not goverend by such rules.
Most states grandfathered vehicles in from that era and recognize other states grandfather laws on such issues. So, if it was originaly sold in another state it should still be exempt. I would realy look into this as they may try to railroad you. I dont think there are any smog laws on any vehicles for 65 nationwide.

Yea, it doesn't make sense. In '65 you had a PCV, and I don't think they started air pumps 'till about '67. Sounds like it's running rich, maybe burning some oil to boot. Not sure how to get around it, but given that the standard of 1400 is astounding to begin with, maybe he can clean it up a bit....
E85 sounded good until we started talking about the rubber and plastic that will dissolve....

CA tests 1976 and newer. Your 1976 had a PCV valve as original. If may/may not have had an EGR or smog pump depending on what CA county it was sold new in.
Since your dad is prolly not the original owner, some/all of the emissions related parts may have been removed before he acquired it.
Does it have a road draft tube? If not, it has or had smog equipment.
All 1961 and newer vehicles (Ford/GM, whatever) that were sold new in CA were required by CA law to have a PCV valve.
I'm pretty sure that all 1973 and newer vehicles sold new in CA had an EGR valve (which was introduced in 1973). Some trucks were not required to have Thermactor Emission-smog pump as it depended on the GVW.
Ditto for the Evaporative Emission system first installed in 1970 Passenger Cars, F100's, Bronco's and E100's.
Just reinforcing the point. I expect that Anthony does not even know what a road draft tube is or looks like.
Thanks for the Memories my 1955 ford f-100 had a road draft tube, the eng. had so much blow by, that when i stopped at a light, my truck would disappear in the fog/blow by My Father gave me that truck to go to high school with, it had Nylon tires, try to stop a truck with nylon tires in the rain temp. i plugged off the road draft tube, added a pvc valve on the valve cover, untill the eng could be rebuilt
Hitting on all cylinders? Nothing dumps HC like a missing cylinder.
Stock ignition? Consider pointless HEI. Stronger spark, less fooling with it.
NJ is crazy to try to smog stuff that old. Not even nutcase California does that.
FWIW, my smog checks show 0 to 4 ppm HC tested for some '95-'01 cars/suvs we had/have.

Great list. Just what I was looking for. Actually when I rebuilt the carb I corrected the float level which was way out. I also found some passageways that were clogged. My plans are to lean it out as much as I can. As far as I can tell, I'm not burning oil. The power valve I used came with the autolite 2100 rebuild kit, so I assume it is correct. Will I see any improvement with those split fire plugs that came out in the 80's?
