NO turbo boost, But can not find problem.

I recently bought a 2001 f350 7.3 6spd man. I don't know for sure what the p.o. did to it, but it has BANKS stickers on the sides, a banks reusable air filter, and a BIG HEAD actuator.
When i got it I would not get any boost till 2,000 rpms and I would get a max of 10psi (empty, wot), mileage was around 14.5 mpg
Since then the boost has been dropping, I serviced the air filter with the k&n service kit, but not change (looked like it was due anyways.)
Right now I get NO boost untill I get to 5th or 6th gear and rpms are atleast 2,500, and max boost it 5-6 psi (again empty with wot). and my mileage has droped to 13-13.5 mpg
I just towed some cars on a trailer thinking that maybe boost psi would come up under load. No differeance what so ever.

I was thinking that the wastegate got stuck in a partially open position, so I decided to remove the turbo and inspect it (installing wicked wheel while it is apart).

I just got the turbo off about 6 pm today, looked it over pretty good, not that it is out I felt the wastgate with my finger and it felt closed, I was able to move the actuator (prying against the housing w/ screwdriver) and it snaps back closed. everything seams good here.

I spun the shaft, and bearings felt great, no play, and when you get it going , it does NOT want to stop. everything seams good here.

I started playing with the EBPV, feals a little sloppy, but doesn't really stick to bad. Can someone explain exactly what happens here, I know it is normally supposed to be open, and close to help warm up the engine but when and how does it close

Anything else I should check while I have it apart, the ebpv actuator isn't leaking but it does look dirty.

Also, what should my boost pressures be? with and withought a load. lately it has been my daily driver, so it has not been loaded except for 3 times in the last 1-2 months I have owned it.

Check your up-pipes, I am pretty sure they are leaking. You should be seeing 15-17 psi.

Also check your IC boots for holes or tears.
