The way I see it is this. As long as the truck does not go into limp mode because of cold/frozen DEF I will run regular DEF. It will reduce some of the consumption if it is frozen when the truck would be normally trying to use it. The truck is designed to run on normal DEF, with line heaters and the pump sucking the lines clear at shutdown.
Most likely there will be a premium price for a special blend of DEF. The EPA tests vehicles at operating temperatures so there would be no reason for a limp mode for frozen DEF.

I don't really think it will be an issue. Engines don't even begin to use emissions controls until they are up to full operating temperatures. With all the DEF tank and line heaters these trucks have I would think the DEF should be thawed enough by the time the engine is ready for it.
