Assuming the red wire is "hot", coming from the ignition switch, it should go to one terminal on the ballast, the other ballast terminal should go to the (+) on the coil. The white wire should go from the (-) terminal on the coil to the distributor.

Check the voltage at the (+) terminal on the coil with the engine idling. It should be around 7 volts.
