No boost until 45/50 mph!!??!?!

Less than 60k
Oil and filter regular....(every 6k)
Bizarre! It did this a week ago while towing a boat. Then today, I went to get my son from school....everything normal....
He got in, I started it....no whistle from the pipe (sounds like a v-8 non-psd) and we started home. Pissed, I floored it from a light and the school busses were waaaay out there in front...

sounds like the wastegate gets hot and sticks. i had this happen on a international 7600 with a cummins in it. now if yours is serviceable idk but i know on the cummins it wasnt, $2400 later for a turbo on the 7600. itll be fixed

An 03 with a 6.0L doesn't have a wastegate. It has a Variable Geometry Turbocharger.
The turbo may need cleaned. It may not be actuating properly. You also may want to look at the EGR valve. When it gets gunked up, strange things can start happening.
Edit: You may get more response if you post this down in the 6.0L Diesel section.
