If it fails your computer loses the timing signal from the motor and won't fire the fuel injectors. If you already had the recall done, the CPS costs about $25 from Ford. Takes about 5 minutes to change yourself.

Could the engine stopping and sputtering because of wayer in the fuel cause this???

You could put a extra hose onto your fuel bowl drain under the engine and drain the fuel bowl into a clear jar and let the fuel set for awhile. If there is water in your fuel, you will see it..
