Rear Diff Breather Tube

Rear Diff Breather Tube
On my 98 F150 4x4 - Found what looks like a rear differntial breather tube hanging off - open at one end. It mounts to a brake line T-block on drivers side rear axle tube ........
Is this tube supposed to be open at one end and tie-wrap secured above the Diff somewhere ?
Or, does the breather tube actually connect to something at the frame ?
