Shouldn't I be able to hear the turbo wine at the tailpipe?
I can't hear it at the tailpipe or under the hood.
Where's a good place to temporarily hook-up a boost gauge?
Also there's black smoke if I have someone rev-up the engine to about 3K RPM while I watch the exhaust. Not a giant cloud but visible for sure.
You could tee off of the MAP line. This spot isn't the best for a permanent install, but it'll work for basic troubleshooting. The MAP sensor and tube are at the rear PS of the engine bay.
If you're doing the rev test while the truck is in PARK, don't expect much. The computer won't command the turbo to do hardly anything, as it knows you're not in gear. How does the truck perform on the road? If the turbo wasn't working at all, you'd have a heck of a time getting down the road.
