It occurred to me that the factory converters are sized for specific engines and are expecting to see only a certain amount of unburned fuel from upstream. With a bigger engine, I'm guessing that that you also need a larger cat to handle more fuel.
So if you are planning to make more horses / burn more gas with headwork or a cam, it seems like a good idea to up the capacity of the cat(s) so that you have no problem passing inspections.

Very little unburned fuel should get as far as the cats either way. If your cat isn't flowing as much as you'd like then you can get a hiflo one but I wouldn't worry about it not being able to do its job. Hopefully wherever you have your testing isn't doing it at WOT anyway.
