where to put leaf spring clamps?

where to put leaf spring clamps?
the original clamps on my leaf springs are very loose and just seem to rattle around rather than hold them together. i ordered 2 sets of universal clamps, and i was wondering...where should i put them? the bottom leaf spring on the pack is about 1 and half inches from the rest. its kind of hard to explain but if your familiar with leaf springs you might get what im trying to say. should i clamp this bottom leaf to be even with the rest of the leafs?

do you mean that something is causing my clamps to become loose that should be fixed before i re-clamp everything? because that thought crossed my mind when i first noticed the loose clamps.
