fuel pump question

fuel pump question
when i turn the key on i can hear the fuel pumps running. if i turn the key on and off multiple times i would expect the tone of the pumps to change as pressure builds.
the pump in the middle tank seems to not change tone at all.
and i am having a hard start issue's.
also if i have to pull the pump would you pull tank or lift off the bed ?

the truck 1986 5.0 dual tanks EFI
i am not able to test the rear tank at this time it has more issue's than the front tank.
also this truck has sat for 8 years before i was able to start it LONG rebuild !!
