Post Fog Light Replacement

I have a 1998 EB Expedition. The driver's side fog light bracket has broken. As many may know, the light and bracket are one. The problem- I can not figure out how to get to it to replace. I can't see where it is accessable from under the bumper. Does the bumper need to be removed or is there another trick? Anyone's help with this (as simple as it may seem) will be greatly appreciated.

Fog Light Replacement

There are captive nuts on the bracketry behind the bumper, so three bolts to take out from behind. Should be 2 on top and 1 on bottom? I used a 3/8 drive ratchet and flex joint, Iwanna say 11mm socket. I had it easier since I had to remove the black plastic bullets to get my new lights in, it was easier to see the bolts with the plastic bullets in place (I added factory lights after I bought my X).
