gutted ebpv

I am still trying to figure out this rough idle crap when I come to a stop after running down the highway.

Just cleaned the ebp tube, replaced the sensor last week with another known good one. Didn't help.
Changed the oil and I used motorcrap this time. With a motorcraft filter as usual.
Didn't help.
Just gutted another ebpv I had on the workbench and put it on. We'll see.

I took the butterfly and shaft out of it and mig welded the bottom hole over. Then I unplugged it. Is that all there is to it or should I do anything else?

No, it's got a tymar 3-4 downpipe and 4 inch exhaust all the way out the back. It's as free flowing as it gets now I think.
I did pick up a couple more pounds boost getting that butterfly out of there today. It's still running rough when I come to an idle at the bottom of the on ramp though. Then it smooths out after about 30 seconds. I'm getting really irritated with this. My 97 never did it and now this one has every part attached to the motor off of the 97 on it. All the sensors and harness and everything. My 00 never did this either.
