Missing column part ?

Missing column part ?
I am installing my rebuilt column back in the truck and can't figure out what part is missing.
When I removed the column the 2 square head screws on the back of this piece just had nuts on the front side, holding nothing down.
What am I missing? Cant tell in the parts CD.

2) 8M3641 .. Bolt-Steering Column Tube Flange / 1/4" -28 x 3/4"
2) 351734S .. Nut-Steering Column Tube Flange Bolt / 1/4" -28
