So I have a 2000 expedition whose engine died (5.4L triton). Purchased a 2004 engine from a junkyard. It came out of an E van. The only issue I am having is that from 33 to about 40 mph the engine surges. Engine code comes up with "insufficient airflow to EGR valve". The mechanic thinks that that maybe the '00 computer is having difficulty communicating with the '04 engine. He is recommending replacing the airflow washer behind the EGR valve. Basically just swapping out different size washers until one solves the issue.
Anyone have a different/better idea as to what mght be done to solve this issue?

Check the vacuum at idle and again where it is surging. There may be a vacuum line off or just bad. To my knowlege there is no difference the '00 and '04 engines with the possible exception being some of the vacuum ports and the placement of some of the emissions components. Also the large diameter 90 degree rubber fittings have a tendancy to collapse and or leak, check them all.
