What is it?

It was located behind the passenger side kick panel.
It had a round red button that I was able to reset. (Reminded me of a circuit breaker)

Does anybody know what it is and what its for?

Typically the reset switch is on the driver's side, lower left of the column.

Fuel pump inertia switch, no doubt about it.

Passenger side kick panel, right under the trim piece.

Fuel pumps are/were both working.

After I reset the switch, the truck had a smoother idle, or at least it felt that way to me.

Sad part is, due to the tremendous amount of rain we had, truck ran like ***** and then died. Would not run and when it did it was bogging and sputtering. As soon as I gave it gas it would die. To get it started back up, I would have to crank the engine for about 20seconds.
Ultimately I think I fried the starter. It now goes click.

no you either killed your battery or you have a bad connection to your starter. that button under the passenger side kick panel is the fuel pump inertia switch it is "supposed" to turn off the fuel pumps if the truck is in a bad accident (it doesnt work too well lol)
