repair advice

My 02 is just starting to rust above rear wheels, my auto body guy says only way to fix is to replace skin on side of box, says anything less I'm throwing away my money, he did quote repairing driver side,(only side rusting so far), spot paint for 350.00. He said to plan on this band-aid to last maybe two years.

Any opinions on whats the best/cost effective way to repair? I would like to think of some type of repair lasting 5 years

Can you get to the back side of the repair? If so it should last a while. As long as you can epoxy prime the area after welding you should be in good shape. 5 years no problem.
